North Dakota is a difficult state to gauge as far as their drug situation is concerned, as they do not regularly report overdose deaths to a national entity. They had access to a fentanyl manufacturing facility in Hong Kong that was capable of ton-quantity fentanyl production and was distributing this dangerous drug on the internet.
