While Vermont may seem like it's avoided the opioid epidemic, this is not the case. There has been significant damage done to the people of Vermont through both heroin and prescription opioid problems. In 2016, Vermont ranked 8th for most heroin overdose deaths, at 8.7 fatalities per every 100,000 residents. Additionally, prescription opioids have been a significant issue as well, either through intentional overprescription or counterfeit pills. The proximity of Vermont to the Canadian border contributes to this issue, as it sees drugs pass through the state from Canada to the rest of the US for eventual sale. It’s currently estimated that since 2009, there has been a 50-percent increase in opioid-related emergency room visits.
In 2007 alone, there were 68 drug-related deaths in the state of Vermont. For reference, the population of Vermont in 2007 was just under 623,500.
There are far fewer adolescents using tobacco products in Vermont than in the United States overall.
Underage alcohol abuse is a major problem across the entire United States; however, much like with tobacco products, there are far fewer adolescents and teens abusing alcohol in Vermont than in the United States overall. For instance, about 15 percent of Vermont high school students abuse alcohol for the first time before the age of 13, which is much lower than the 20 percent of high school students nationwide.

The Vermont Department of Health is a state-sanctioned, government-run organization that serves communities throughout Vermont. In particular, this agency provides mental health and substance abuse resources to those in need, particularly those of a low income.
The New England Institute of Addiction Studies is a nonprofit organization that covers multiple areas throughout New England. It’s primarily a research-oriented organization that offers training and continuous education to substance abuse treatment providers in New England states, including Vermont.
